Maintaining High Skin Quality

When I make detailed eyes I usually work on a 2000x2000 canvas so that when I resize the quality won't be lost as much. However, no matter what the eyes still end up blurry and I'm not sure what I'm doing wrong...

Is there some magic trick to keep the quality somewhat high when resizing? Any help would be appreciated.

Try resizing the canvas before making the skin
