If such a feature was added to the chat, how will it be maintained? Voting by a percentage of the active chat users? A moderator/member being in charge? Automated system?

There are a lot of people who can use this to maintain "discipline" within the chat, weeding out the attention whores and similar people, or use it as a method of trolling or "griefing" to those who are not the part of the negatives.

Just to say, it might be a good solution, though it is a double edged sword.
